The Ministry of Civil Aviation is primarily responsible for the planning, development, and regulation of civil aviation infrastructure in India. Its construction-related roles are focused on airport infrastructure, aviation safety installations, and air navigation facilities.
The Ministry of Civil Aviation plays a vital role in planning, funding, regulating, and supervising the construction of aviation infrastructure across the country. As air travel demand increases, the ministry is leading efforts to build world-class, sustainable, and regionally inclusive airport infrastructure to support India’s growth.
Roles & Responsibilities
1. Construction and Expansion of Airports
- Oversees the construction of Greenfield (new) and Brownfield (expansion) airport projects.
- Coordinates with Airports Authority of India (AAI) and private entities under Public-Private Partnership (PPP) models.
- Infrastructure includes terminal buildings, runways, taxiways, aprons, cargo terminals, hangars, and support facilities.
2. Development of Regional Connectivity Infrastructure
- Under the UDAN (Ude Desh ka Aam Nagrik) scheme, the Ministry develops and revives unserved and underserved airports and airstrips in Tier-2 and Tier-3 cities.
- Involves building basic airport infrastructure including terminals, air traffic control towers, and airside facilities.
3. Construction of Air Navigation and Safety Infrastructure
- Supports the development of Air Traffic Control (ATC) towers, radar stations, ILS (Instrument Landing Systems), and communication facilities across airports.
- Implements modernization projects for air navigation through AAI and Airports Economic Regulatory Authority (AERA).
4. Aviation Training and Research Infrastructure
- Develops and maintains aviation academies, flight training schools, and simulation centers.
- Constructs infrastructure for institutions like Indira Gandhi Institute of Aeronautics, National Aviation University, etc.
5. Sustainable and Smart Airport Infrastructure
- Promotes green building norms in new airport terminals (e.g., LEED/GRIHA certified terminals).
- Encourages the use of solar power, rainwater harvesting, and waste management systems in airport construction.
